Michelle Soltero is an Infant/Toddler Specialist Coordinator for WestEd's The Program for Infant/Toddler Care, Partners for Quality (PITC PQ), which focuses on improving the quality of family child care and center-based infant/toddler care throughout California. She is responsible for the coordination and support of PITC training activities within Region XII: San Diego, Orange and Imperial Counties. She assists with equitable distribution of PITC stipend funds throughout the region, develops and maintains a regional network of PITC certified Infant/Toddler Specialists, and coordinates training efforts with other California Department of Education, Child Development Quality Improvement projects.

Prior to joining WestEd, Soltero was the Senior Program Officer for the Head Start Quality Improvement Center Development Associates, Inc., where she provided training and technical assistance to Early Head Start (EHS) programs in Arizona, Nevada, California, and Hawaii. Soltero holds a BA in child development from California State University, San Diego, and an MA in human development from Pacific Oaks College, Pasadena.

Michelle is a Past President of the California Association for the Education of Young Children from 2001-2003 and currently serving a four-year term (2004 to 2008) as a governing board on the National Association for the Education of Young Children.
