Cecelia Thay is an Infant/Toddler Specialist Coordinator for the Program for Infant/Toddler Care (PITC) Partners for Quality in Region XI: Riverside, San Bernardino, Inyo and Mono Counties. Her primary responsibilities include: recruitment for Partners for Quality trainings; coordinate training plans and oversee the training, mentoring and technical assistance hours for database accuracy; support Infant/Toddler Specialists in Region XI; conduct outreach and maintain contact with host organizations and participate in collaboration with local agencies in community activities; conduct training and technical assistance to agencies with infant toddler programs; provide technical assistance and support to community colleges.

Cecelia works closely with the Local Child Care Planning Councils, Children and Families Commissions as well as other entities involved in child care capacity building in Riverside and San Bernardino Counties.
